ok registry mechanic is a program you can download that will scan and fix any errors with your system registry,
i recommend acquiring the full version as the trial will not fix all of the errors.  I would also go to start menu, choose run and go to msconfig, or msconfig.exe, go to startup tab and turn off some of the programs that you don't use, every rare once in a while some program will crash another program. For more advanced users you can also go to the services tab, make sure to check the box that says "Hide all microsoft services" and then see if there's any more junk you can uncheck there.
Then do a reboot and try steam again.

Also there is a program called GameXP that will shut down a lot of the background junk that microsoft sticks on there so that your computer runs better, if you run that I suggest making a backup first (the program gives you that option) and see if that fixes it, but it will shut down a lot of the security feature microsoft uses.

I forgot to say scan for adware.
You could try updating your chipset/video/audio drivers.  I think there was a program that you can use to scan your computer and tell you which ones are outdated, I believe it was called Driver Detective.
and then after all that I would try starting the game and then go to my control panel, then Administrative tools, and check the Event viewer and the Applications section to see if it's giving you any errors/warnings about it.
And finally I would try defragmenting and then reformatting

ok seriously, this is pissing me off. i was going to update all my drivers and components and everything just so i could get CSS to load faster and now my f'ing network card is broken. during the stupid graphics card driver installation it turned it off and somehow deleted it (i think) i have my ethernet cord plugged into my computer, and into the modem, but now its not even showing it, as well as when i updated some of my drivers i had to reactivate windows. wtf?! thats just stupid. it shows that i have my 1392 Network Card but doesn't come up with the actual modem and everything. i've seriously tried so much to fix this. i've been at it all day and i don't know what to do. and jader.......shut up with the porn already. i know you are obsessed with it but seriously....

weird, i've never had a problem with having to reactivate, unless windows thought that enough of your components had changed that it was a new machine, you could try rolling back your network card drivers

not the modem. my room-mates internet works fine, and i know its not that. my network card just plain wont work. can't roll back the card either because it says it doesn't have any previous drivers before it, and yes it did say that windows had scanned my computer and that there were enough components changed that it had to be re-activated. got that fine over the phone, i just honestly don't know what to do about fixing this stupid problem. i've tried everything i can think of.

i can see the card on my device manager yes, but it doesn't even show anything else when i hook up an ethernet cord. no "new connection found" or anything. and its on the motherboard. i am considering going to buy a new one except i don't have hardly any money right now due to i just payed rent today.
