Never saw that before.  You can also try Microsoft Antispyware.

I used Spybot S&D, I was able to get rid of the spyware.  But, I can get rid of the box and the spyware warning I was getting.  But I cannot change the background in the display settings.  It wont let me even select anything.  I was able to use a picture for my desktop, but I want to use Stylexp themes and I cant use any backgrounds.  Really annoying

That isn't Spyware, man.  You have a virus.  I always recommend that people have a copy of BartPE ready for this stuff, or at least have a bootable floppy with a virus scanner available.  To fix your background, do this:

Start Regedit.
Navigate to HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\System
Delete the entry 'Wallpaper.htm'.

After that, reset your resolution to fix any issues.

No matter what, you need to get the virus off your system, and the only way to do that effectively is to boot with a floppy or bootable CD.  Even safemode won't necessarily get rid of these things.

Didn't I give you a link for a free program that makes it easy to adjust your system settings?  Besides that, Tuneup Utilities installs at least one additional Windows service.  What kind of tuneup is that?
